Make sure that your blog is using Blogger Layouts. See upgrade instructions if you're unsure if your blog is using Blogger Layouts.

At Blogger > Settings > Posts and comments > make sure Who Can Comment? is set to Anyone.

Click the button below to include Disqus in your blog.

For best performance, make sure that the widget is in the bottom slot of the bottom-most right column. If there are multiple blogs under your Blogger account, be sure to pick the correct blog.

Do you have existing comments in Blogger? You can import them into Disqus by visiting Tools > Import.
