You may be able to call it accessible, but it isn't remotely ADA compliant, just on the entrances to the building alone. Making it compliant for office uses would cost a small fortune.

I like your idea of a citizen advisory board in place of the SRA, though.

Dumb arse! The evidence of negligence is a dead young woman struck down in a crosswalk. That doesn't happen if you pay attention and yield to the pedestrian as the law requires. What more do you want?
