You can get it at http://svn.dajobe.org/view/trunk/src/win32_flic... although since I do not use windows, it is not supported and that file is just a skeleton. You have to add the appropriate #define names and values for windows. look at flickcurl_config.h.in for what is possible.

That's not a restriction of machine tags feature but (as I understand it) something that is done for all tags in Flickr. You can still search for that kind of tag.
