Following the example set by NYC's Mayor Bloomberg and Chief Digital Officer Rachel Sterne, SF Gov2.0 voters expect our next mayor to appoint a Chief Digital Officer and to produce a public SF Gov 2.0 roadmap. Mayoral candidate should commit to creating + filling the Chief Digital Officer position as a part of their open government commitment. Which mayoral candidate will be the first to commit to the CDO + roadmap?Rob

Here are some further thoughts on waste management efforts in Dolores Park:

After seeing the impact of this past weekend, it is clear that increased pickups and amounts of garbage cans are not the only solutions to the trash problem in Dolores Park. Entire picnics and remains of parties were left in the landscape with no attempt to find the nearest of the 52 garbage cans in the park. An effective outreach effort on this problem is obviously an important part of the waste management solution.

I touched base with Recology on their scheduling for the 'city can' pickup in Dolores Park this morning. They were back on schedule with an afternoon pickup this past weekend. Their weekend schedule, until Memorial Day, will consist of an 8 am and a 2-3 pm pickup. After Memorial Day, they will begin their summer schedule of an 8am, 12 pm, and 3-4 pm pickup. They assured me that they monitor the city cans during the weekend and can react to problems if need be. They don't have the ability to schedule evening pickups after 5 pm, however.

In regards to waste management infrastructure, our full complement of trash cans in the park is 52, plus a 6 yard debris box. This includes 38 'city cans' that are located on the perimeter of the park. Many of these cans are concentrated along the highly trafficked areas of Dolores St. where trash can be effectively picked up by Recology. This strategy eliminates an unnecessary intermediary step of garbage handling by park staff and reduces the amount of unsightly receptacles and trash in the interior park landscape. The result of this strategy has been a great improvement over past years. The interior park toters are located around the children's playground, dpa and the clubhouse in order to provide extra service in these high use areas.

The activity of the scavengers has a significant impact in terms of the mess it creates around the cans. Often, perceived problems of trash overflow are actually due to scavengers sorting garbage in the landscape. On the other hand, the scavengers provide a valuable recycling service to the community. Any efforts to exclude the scavengers from the trash cans would likely be extremely challenging.

As a final note, it is the goal of the park staff to have the park cleaned up by approximately 9am each day. After last weekends extreme conditions, however, it can take up to a day or more to get things back in decent shape. The summer weather is great but we could definitely use a couple of rainy weekends.

Recology is currently doing an 8am pickup on weekends at Dolores Park.

I am meeting with them next week to discuss the transition from their winter schedule to the high season schedule. I'll need to hear from them before knowing more about what that is going to look like.

This time of year is challenging in terms of scheduling due to the variable weather conditions. Again, I'll need to know a little more from Recology in terms of their flexibility in being to address this scheduling challenge.

I was out in the park this morning [Feb 5th] and we had no trash overflow from the night before. Of course, Saturday and Sunday afternoons and evenings are generally the periods of heaviest usage.

Due to the weather, I have a couple of extra staff deployed this weekend to deal with park wide trash control.

On behalf of the hundreds of thousands of annual Dolores Park users, thank you for the thorough, quick, direct and personal response to the trash problem. This is what Gov 2.0 is all about.

As you suggest, Dolores Park Works will follow-up a few ways:

* Dolores Park Works will ask Area Manager Eric Andersen to post the existing Recology pick-up schedule and their known scheduling flexibility to this thread -- or post them myself once I receive the facts from him.

* Dolores Park Works volunteers will monitor the trash levels in the late afternoon and evening for the next few weekends (Jan 29th & 30th, Feb 5th & 6th) and report our findings here.

* Dolores Park Works will advocate to RPD for Recology schedule changes beginning early to mid February.

We have a plan. :)

I personally missed the meeting, but it was held by our fiscal sponsor Neighborhood Parks Council by our close friend Meredith Thomas.

Good question wrt to DPW's roadmap. I'll be adding a page to the site time permitting that details our next two or three quarters. That said, as mentioned to the Rec + Park commissioners, DPW is drafting a best practice document wrt communication, engagement and accountability btwn Rec + Park and the public. I'll post the first draft here on our site. ETA is early November.
