Am I incorrect to infer that the purpose is to weigh the business interests at least on par with individual interests?&lt;/p&gt;&lt;p&gt;If so, let's ensure that we extend all human advantages AND disadvantages to business entities (except Sole Proprietorship and Partnerships where the founders are personally liable). The point is that there are placemaking options for people everywhere.&lt;/p&gt;&lt;p&gt;The key element is removing the accessibility for cars. More often than not, you'll end up wasting your time.  It takes a real commitment to these issues to throw yourself into them for the slim chance of success.  The key is organization and planning--something people don't generally like to do even for those who don't find it an outright chore.  Anything is possible with the appropriate plan.  Without one, you're relying on luck.
