It certainly runs counter to the American "leave me alone" culture, but I think that culture hasn't done us much good over the last years.&lt;/p&gt;&lt;p&gt;I'm concerned about the constitutional issues and whether we could enact such a social policy without adding an amendment to the Federal Constitution (which in today's climate seems extremely unlikely). The speaker's mentioning of using the experimental flexibility of the Federal system was an excellent point!
