Hence the Supinas stand to make very little money off of the property as it  stands. If the borough builds a flood wall, the the Supinas can make a substantial amount of money by either developing it themselves or selling to someone else to develop it. Hence the borough and taxpayers would see no direct return on their investment in the flood wall. It would all flow to a private interest, i.e. the Supinas and the other owners.&lt;br&gt;&lt;br&gt;On the other hand, by using ED to obtain the property.
