I don't see the ranking by relevance in the Ads the only relevance is how much money you put there to be in the top so no relevance in the results. Try to look on the PR or traffic stat of the Ads, 90% of the time is very low.

Not sure social media optimization is a better model today to get quality traffic,TripAdvisor
has come under fire in recent years for 70% of fake reviews on its website, but many travelers visitor still see the platform as the industry's leading place for "real" information about a hotel or destination. So this social media like many othe give fake information and Google cannot control that. I know the sensational titles of some article bring more visitor but in the other hand the global number show up the businesses need to ranking organic for most of the businesses out there. Ofcourse you need to implement, though the technology to do so now exists, and they have the
potential not only to drive sales but also to transform customer
experience.
